LUCKY SUMS

At the Farmer's Day Fair you decide to try your luck at winning a stuffed Dalmatian.  Of all the games, this one appears to offer the best chance of winning.  The way the game works is that two dice are rolled.  You can win the Dalmatian in one of two ways: you can place your dollar bill on one lucky sum and hope for the best, or you can place four quarters on four different sums.  If those four sums come up during, each of four rolls (order doesn't matter) then you are also a winner.  What strategy will you choose and why?
